Peoples assembly meaning and Why it will Fail for Raila

Although the constitution provides for formation of peoples assembly or popular assembly it is always as a last resort if rights of a majority of counties are infringed.
A popular assembly (or people's assembly ) is a gathering called to address issues of importance to participants. Assemblies tend to be freely open to participation and operate by direct democracy. Some assemblies are of people from a location, some from a given workplace, industry or educational establishment others are called to address a specific issue this is according to Wikipedia.
Raila plan to use the peoples assembly will fail terribly since he does not have majority in the counties.
As of now about 12 counties have passed the peoples assembly motion.
To have an impact which will attract international media the peoples assembly must have at least 24 out of the 47 counties passing it.
Jubilee controls 29 counties and NASA can't even manage to convince all its 19 counties to pass the motion.
Peoples assembly to be effective must be a popular opinion.
So with NASA law number of counties the idea is dead on arrival, that why you won't here orengo talking about it because they have been beaten hands down.
