Here is what the governor posted on his Facebook page congratulating Uhuru Kenyatta and pledging to work with him.
"The Governor of The Great County of Kisumu Prof. Anyang' Nyong'o this morning had live interviews on both Citizen Tv and KTN News separately.
During his discussions he noted with great concern the county's inability to attract highly qualified professionals due to the unattractive renumeration being offered for some of the jobs that would attract these professionals who are otherwise absorbed by parastatals. Prof. Nyong'o urged the SRC to look into these concerns so as to enable the county's to attract highly professional staff. In addition to this, the Governor decried the lack of skilled personnel especially in the finance and procurement departments whom he noted do not understand some acts/bills such as the Public Finance management act and public procurement acts guiding their operations and the only way to get over this scenario was through capacity building to make them aware of procedures guiding their work.
Another point to note was the delay in the disbursement of funds to the county government by the National government, which in turn hinders several projects from kicking off. But with the presidential assent to the division of revenue bill he hopes that the scenario will change to enable the counties focus more on development projects.
On matters workforce, Governor Nyong'o stated that the bloated wage bill in the county was as a result of inheritance of staff from the defunct municipal councils who were absorbed by the counties. He stated that there are challenges involved in dismissing staff and it is an issue that needs critical analysis before any action can be taken in terms of downsizing as there are costs involved.
The Governor however noted that there were staff without the requisite qualifications but were hired in dubious means who will have to face the axe when the time comes.
The Governor was speaking live from the Diani Reef Hotel in Kwale county where he is attending a 3 day workshop with his Deputy Dr. Ochieng Owili for the induction of Governors and their deputies."
