Constitutional interpretation: What happens if a candidate withdraws from race

Today NASA leader Raila Odinga withdrew from presidential race causing fear an anxiety among Kenyans.
But what does the constitution say.
We dug deep and found out what the constitution says if only one candidate remains in the race.

In this article of the constitution, if a candidate writes a letter to iebc and withdraws from the race, the other remain candidate shall be declared president elect.

On our case here Raila Odinga has withdrawn from the race and has written to IEBC on the same matter, now since Uhuru Kenyatta who is willing to participate in the election has no oponent, according to the constitution Uhuru Kenyatta should be declared president elect.

Since according to supreme Court rulling it was only two candidates who were allowed to take part in the rulling, Uhuru and Raila Odinga.
Uhuru Kenyatta has to be declared president elect without further consideration.
If other candidates were in the race, they could have proceeded without Raila
