Yes the Court Of Appeal has said results announced at the Constituency will be final but only if a strict procedure is followed
The learned judges explained tge procedure
1. All agents sign (no more chasing away agents of competitors)
2. Objections are recorded
3. Tabulation is verified by returning officer, tallying is acceptable to all, ballot papers issued at the beginning are accounted for and results transmitted to the County and National Tallying Centre
4. At each stage declaration of results will be done by corresponding returning officer
